VIENNA, 16 February 2012 – The OSCE Secretary General, Lamberto
Zannier, met today in Vienna with the UN Secretary General, Afghanistan's
Minister of Counter Narcotics and other high-level officials to discuss the
importance of improving co-operation and co-ordination between the OSCE, UN
and other international actors in combating trafficking of opium and heroin
originating in Afghanistan.

Meeting with UN Secretary General Ban Ki-moon, Zannier said: "No country or
international organization can address security challenges in and around
Afghanistan by itself; the success of our respective efforts depends on our
capacity to build strategic partnerships."

He highlighted the "fresh political impetus" given to the OSCE's
engagement with Afghanistan through the decision adopted by the 56 OSCE
participating States' foreign ministers last December. Zannier stressed
that this decision "expands the scope of OSCE activities, setting the stage
for intensified OSCE support to Afghanistan in the run-up to the 2014
withdrawal", and noted the need for a "more strategic co-ordination and
co-operation among international actors" under the leadership of the UN to
assist Afghanistan.

The OSCE currently helps Afghanistan strengthen its counter-narcotics
agencies, police, customs and border authorities, and promotes the
participation of Afghan officials in regional co-operation initiatives.

Zannier assured Zarar Ahmad Muqbel Osmani, Afghanistan's Minister of
Counter Narcotics, that: "Our Organization, in co-operation with its
Central Asian participating States, can further focus training efforts for
Afghan personnel on those areas which require further capacity building ahead
of the 2014 transition". The two discussed a recently developed package of
projects providing OSCE's expertise in training staff of law enforcement
agencies, increasing counter-narcotics capacities, including with regard to
the detection and interdiction of chemical precursors, as well as projects
related to economic and environmental issues and human rights.

Zannier also met with the Kyrgyzstan's Foreign Minister Ruslan Kazakbaev,
First Deputy Foreign Minister of Turkmenistan Vepa Hajiev, CSTO Secretary
General Nikolay Bordyuzha and NATO Deputy Assistant Secretary General for
Political Affairs and Security Policy James Appathurai.

The meetings took place on the margins of the Third Ministerial Conference of
the Paris Pact Initiative. The Conference was supported by the UN Office on
Drugs and Crime and brought together Ministers and representatives of more
than 55 countries, as well as international and regional organizations.

WASHINGTON, D.C., 15 February 2012 – The persisting financial crisis
significantly worsens prospects for integrating Europe's Roma and Sinti
populations and combating intolerance and violence targeting this minority in
many countries, the head of the OSCE Contact Point for Roma and Sinti Issues,
Andrzej Mirga, told the United States Helsinki Commission today.

As governments in the OSCE region are facing tough decisions to reduce public
spending and keep national debt under control, efforts to advance the
integration of Roma minorities into mainstream society risk becoming a victim
of austerity measures, Mirga warned.

"Most problems facing Roma and Sinti populations have by no means been
resolved and, for the most part, these minorities have not yet benefited from
lasting improvements in human rights and social inclusion; this is unfinished
business in Europe that requires much stronger and longer-term interventions
at national and European levels," he stressed.

In a disturbing development, some local authorities are actively pursuing
policies aimed at forcing Roma and Sinti from their communities, Mirga said:
"Exclusion or separation is openly advocated in some municipalities,
including in the segregation of children in educational systems." There are
also cases of local authorities refusing to accept or request state aid aimed
at supporting Roma communities, he added.

Mirga called for renewed commitments to promote tolerance and prevent
violence motivated by racism; and stressed the crucial role of the media in
combating discrimination and prejudices against minorities.

He also highlighted the need for more focus on education: "The best way to
deal with the future consequences of today's economic difficulties is to
invest in education. This is particularly the case for the Roma and Sinti,
who suffer the most from a lack of education and skills."

The Contact Point for Roma and Sinti Issues is part of the OSCE Office for
Democratic Institutions (ODIHR) and assists participating States in
implementing their commitments under the 2003 OSCE Action Plan on Roma and
Sinti.

In 2011, ODIHR was awarded EU funding for a major regional project in the
Western Balkans aimed at strengthening the capacity of national and local
governments in enhancing the integration of Roma and related groups into
society.

VIENNA, 14 February 2012 – In a letter to the President of the European
Parliament, Martin Schulz, today, OSCE Representative on Freedom of the Media
Dunja Mijatović urged the Parliament to safeguard free expression when
discussing the draft Anti-Counterfeiting Trade Agreement (ACTA).

The letter to Schulz follows her January statement on ACTA as well as the
Stop Online Piracy Act and Protect Intellectual Property Act in the United
States, in which Mijatović warned about the dangers of placing the interests
of rights holders above the fundamental right to freedom of expression and
the right to privacy.

"In my role as the OSCE Representative on Freedom of the Media, I am
mandated to observe media freedom developments in the OSCE participating
States and am concerned that the present agreement on ACTA might have a
detrimental affect on freedom of expression and a free flow of information in
the digital age," Mijatović wrote in her letter.

The Representative highlighted a number of concerns, including that ACTA
would authorize online service providers to disclose personal information of
alleged copyright infringers to rights holders without a court order or the
right to appeal, placing the decision on the legal status of content outside
the established judicial framework. Furthermore, these provisions would not
provide for any guarantees of the right to privacy or the free flow of
information, she said.

The Representative asked the European Parliament to take these issues into
account when discussing ACTA.

"I think that it would be helpful to conduct a thorough assessment of the
effect the agreement might have on fundamental rights, particularly freedom
of expression and the right to privacy in the European Union and beyond,"
Mijatović wrote.

"International copyright provisions were adopted a century ago, at a time
when the first houses in Europe were equipped with electricity, not to speak
about broadband. These provisions are not fitted well today to the pace of
the digital age we are living in, with the ability to share information
across borders," she added.

VIENNA, 13 February 2012 – The OSCE Representative on Freedom of the Media,
Dunja Mijatović, welcomed today last week's adoption by the Supreme Court
of the Russian Federation of two resolutions on extremism and on terrorism
that will protect public debate on these issues.

"The two resolutions of the Supreme Court emphasize that while the fight
against terrorism and violent extremism is legitimate, we must also remember
that there is no security without free media and free expression," said
Mijatović. "Media should not be criminalized for contributing to the
public debate. On the contrary, the media can have a decisive protective role
in society by informing the public about the dangers of terrorism and raising
awareness about this constant threat," she added.

The resolution "On Judicial Practice Related to Criminal Cases on Crimes of
Extremist Nature" of 28 June 2011 instructs judges that when adjudicating
such cases they should both consider national security and ensure the
protection of human rights, including the freedom to engage in political
discussions as long as they do not aim to denigrate the dignity of
individuals and groups. The Court rules that such discussions do not
represent crimes of hate speech.

The second resolution, "On Some Aspects of Judicial Practice Related to
Criminal Cases on Crimes of Terrorist Nature" of 9 February 2012, similarly
stipulates that judicial measures to prevent and stop such crimes should be
taken in compliance with the rule of law and democratic values, human rights
and basic liberties, as well as other provision of international law.

"As with the two 2010 resolutions of the Supreme Court on media law, I am
confident that these two resolutions, if followed and implemented in court
practice, will have a considerable liberating and stimulating effect on
public debate in Russia," Mijatović said.

CHAING MAI, Thailand, 13 February 2012 – Building synergies between
regional organizations and further engagement with OSCE partner countries to
tackle shared security threats, including those emanating from Afghanistan,
is the focus of a two-day OSCE conference that opened today in Chaing Mai.

The event, which brings together some 100 participants from the 56 OSCE
participating States and the six Asian OSCE Partners for Co-operation, will
address confidence- and security-building measures, co-operation in
addressing transnational threats, strengthening regional security through
dialogue and co-operation for the promotion of sustainable transport and
energy security.

Lamberto Zannier, the Secretary General of the OSCE, emphasizing that
partnership is "a two-way street" said that "while not all security
challenges can be prevented, a co-ordinated response is essential. OSCE
participating States can learn from partner countries in this regard." He
added that "the Partnership provides a valuable framework for identifying
emerging threats, co-ordinating responses, fostering synergies and exchanging
best practices and lessons learned."

Chalermpol Thanchitt, the Deputy Permanent Secretary of Thailand's Foreign
Ministry, citing climate change, environmental and social sustainability,
economic and financial stability, terrorism, and organized crime said: "The
international community needs to co-operate and overcome these challenges by
deepening and widening international co-operation: deepening co-operation
between regional security organizations in Europe and Asia on the extensive
range of security issues."

Evaldas Ignatavičius, the Deputy Minister of Foreign Affairs of the Republic
of Lithuania, highlighted the emphasis of Lithuania's 2012 Chairmanship of
the OSCE Contact Group with the Asian Partners for Co-operation on
"exchanging views on current issues vis-à-vis the Eurasian, Euro-Atlantic
and Asia-Pacific security architecture." As well as encouraging the
participation of civil society and academics on such discussions, he outlined
a series of planned activities following the decision at the Vilnius OSCE
Ministerial Council last December to strengthen engagement with Afghanistan.

Ambassador Eoin O'Leary, the Permanent Representative of Ireland to the
OSCE, speaking on behalf of Ireland's 2012 OSCE Chairmanship, added: "As
the international military presence gradually reduces and responsibilities
are transferred to the hands of the Afghan Government, the international
community should intensify and better co-ordinate its support for a secure,
stable, prosperous and democratic Afghanistan."

Participants will also exchange experiences in protecting and promoting human
rights, rule of law and democracy at the national and regional levels.

The OSCE's Asian Partners for Co-operation are Australia, Afghanistan,
Japan, the Republic of Korea, Mongolia and Thailand.

BRUSSELS, 10 February 2012 – Dunja Mijatović, the OSCE Representative on
Freedom of the Media, met today with Neelie Kroes, the Vice President of the
European Commission responsible for the Digital Agenda for Europe, to discuss
the state of media freedom across Europe.

They discussed media freedom in European Union member states and candidate
countries, and how to further enhance co-operation. "International
organizations play an important role in awareness raising and in holding
governments accountable to honour their international obligations," said
Mijatović.

On recent developments in media freedom in Hungary, Mijatović stressed the
importance of carrying out a fundamental reform of the Hungarian media laws
following the recent decision of the Constitutional Court.

The previous day Mijatović spoke at the Hearing on the Situation in Hungary,
organized by the European Parliament Committee on Civil Liberties, Justice

DUBLIN, 10 February 2012 – Switzerland and Serbia will hold the OSCE
Chairmanships in 2014 and 2015 respectively, the 56 OSCE participating States
decided today.

In welcoming this decision, the OSCE Chairperson-in-Office, Irish Deputy
Prime Minister Eamon Gilmore said: "I am particularly pleased that the OSCE
participating States agreed to the joint proposal of Switzerland and Serbia
for a two-year Chairmanship package. This innovative approach will allow for
longer term planning and consistency for the benefit of our Organization. It
will facilitate the development of a perspective for the future of the OSCE
as we approach the fortieth anniversary of the Helsinki Final Act."

The Irish Chairmanship together with previous and incoming Chairs Lithuania
and Ukraine as the OSCE Troika will now work together with Switzerland and
Serbia to develop future OSCE priorities.

NEW YORK, 9 February 2012 – Tackling transnational threats and fighting
corruption are key areas for OSCE and UN co-operation, said the OSCE
Chairperson-in-Office, Irish Deputy Prime Minister Eamon Gilmore, today at
the UN Security Council in New York.

Outlining the priorities for his country's year-long Chairmanship of the
56-State organization, he said: "A shared challenge for our two
organizations is to ensure close and effective co-operation to tackle complex
transnational threats. One key area of shared interest is
counter-terrorism."

He added that another core theme of the Irish Chairmanship would be the
promotion of security and stability through good governance: "We firmly
believe that weak governance undermines economic development and exposes
states to greater security risks. Here too, we see great potential for
building on the existing co-operation with the UN in this field."

"During our Chairmanship, we will focus in particular on measures to
counter corruption, money-laundering and terrorist financing. We will also
consider the issue of confiscation of the proceeds of criminal activity. In
this regard, we intend to highlight the work of Ireland's Criminal Assets
Bureau as a model for other participating States to consider."

A further priority area for the Irish Chairmanship will be Internet freedom,
according to the Chairperson. "Freedom of expression is at the heart of
the entire human rights system, and the Internet has become a vital tool for
communications, allowing individuals to exercise this fundamental right, and
facilitating the exercise of other related rights such as freedom of the
media, freedom of association and freedom of peaceful assembly. Our focus
will be on ensuring that the Internet remains an open and free forum."

Other priority issues in the human dimension include freedom of religion or
belief, action to combat racism, intolerance and discrimination in sport, as
well as efforts to combat trafficking in human beings.

The Chairperson emphasized Ireland's pragmatic approach towards achieving
progress on protracted conflicts, building on its experience in Northern
Ireland. In this context he welcomed the ongoing joint UN, EU and OSCE
efforts following the August 2008 conflict in Georgia.

He also reaffirmed the OSCE's commitment to strengthening support to
Afghanistan on a range of issues, in close co-operation with the UN and other
international actors in the region.

WASHINGTON DC, 8 February 2012 – Protecting human rights and fundamental
freedoms as well as making progress on resolving protracted conflicts are
priorities of the 2012 Irish OSCE Chairmanship, the OSCE
Chairperson-in-Office, Irish Deputy Prime Minister Eamon Gilmore told the US
Helsinki Commission in Washington DC today.

"The continuing threat to fundamental freedoms and human rights in a number
of OSCE participating States is a cause of real concern," he said.

He also highlighted Internet freedom as a particular priority: "As in other
parts of the world, the threat to freedom of expression online is
ever-present in the OSCE region and, regrettably, appears to be growing."
He added that "human rights and fundamental freedoms do not change with new
technologies, but extend into the digital age."

He expressed the Chairmanship's readiness to build on the momentum in the
Transdniestrian settlement process at a meeting in the "5+2" format in
Dublin later this month, as well as its commitment to facilitating progress
on other protracted conflicts in the OSCE region.

Stressing the potential lessons from Ireland's own experience in conflict
resolution, he said: "As you well know, we in Ireland can empathize only
too well with those who are engaged in seemingly intractable conflicts. In
Northern Ireland, the courage of leaders on both sides to negotiate and make
compromises in the interest of peace, together with the perseverance of the
Irish and British Governments, as well as international support - in
particular from the United States - has resulted in a lasting settlement."

He announced the participation of US Senator George Mitchell, a mediator in
the Northern Ireland peace process, at an OSCE meeting on conflict resolution
using Northern Ireland as a case study in Dublin in April.

Tackling racism and intolerance in sport, trafficking in human beings,
freedom of association and assembly, professional and ethical standards in
democratic life, freedom of religion or belief, transnational threats, and
promoting good governance, including by countering money laundering and
terrorist financing, were among other priories for the year, he said.

During his visit, the Chairperson also met US Deputy Secretary of State
William Burns. He will address the UN Security Council in New York tomorrow.
